Withdrawal of Request for License Amendment: Applicability for Auxiliary Feedwater System and Atmospheric Relief Valves Gentlemen:

New Hampshire Yankee (NHY) submitted plans for modifying the Seabrook Station Atmospheric Steam Dump Valves via Reference (b). New Hampshire Yankee has continued to review our commitment to modify these valves and has determined that implementation of a performance monitoring program for these valves is a more prudent course of action at this time. This monitoring program will entail cycling each valve quarterly and measuring valve position and the valve actuator differential air pressure re;uired to unseat and lift the valve. The results obtained from this monitoring program will be trended to identify any degradation of valve performance and to determine the need for future corrective actions.

In Reference (c). NHY requested that the Seabrook Station Operating License (NPF-67) be revised, in part, 5 adding a note to Technical Specification 5.7.1.6 (Atmospheric Reliai Valves) to allow entry into MODE $

to perform post-modification or post-maintenance testing of these valves.

This amendment to the Technical Specifications is not required at this time due to the deferral of these modifications.

I United States Nuclear Regulatory Commission December 15, 1989 Attention: Document Control Desk New Hampshire Yankee also requested [ Reference (c)) that a similar note be added to Seabrook Station Technical Specification 3.7.1.2 (Auxiliary Feedwater System) to allow post-modification testing of the steam turbine-driven emergency feedwater pump in MODE 3. New Hampshire Yankee has subsequently determined that the testing required to demonstrate operability .

This Technical Specification currently allows one emergency feedwater pump to be inoperable for up to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> and allows entry into MODE 3 to perform surveillance testing of the steam turbir.e-oriven emergency feedwater pump. The amendment to this Technical Specification which was previously requested is therefore not required.

Based on the foregoing NHY has determined that the revisions to the Seabrook Station Technical Specifications requested via Reference (c) are not required at this juncture. New Hampshire Yankee hereby withdraws the Request for License Amendment set forth in Reference (c) above. The State ,

of New Hampshire has been notified of the withdrawal pursuant to 10CTR50.91.
