INSERVICEPRESSURETESTPROGRAM(TACN05.72017/72018)- SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 l
In a letter dated January 31, 1989, the Tennessee Valley Authority (TVA) submitted Revision 4 of the ASME Code,Section XI. Inservice Pressure Test (ISPT) Program for Sequoyah Units 1 and 2.
The program included a request for relief (ISPT-1) from certain inservice system pressure test requirements. The program and its associated request for relief were originally submitted to the NRC by TVA letter dated August 18, 1983 which was followed by TVA letters dated l
March 10,1986; September 3, 1987; January 11, 1988 and January 31, 1989 revising the program.
The Code of record for Sequoyah is the 1977 Edition.
Summer 1978 Addenda.
TVA is proposing to also use portions of the later 1980 Edition. Winter 1981 Addenda of the Code.
The staff has reviewed the program and concludes based on the enclosed safety evaluation that TVA is proposing to use portions of certain articles in Section XI of the later Code without including all the articles of the l
later Code.
In its submittals. TVA did not justify using only portions of articles in Section XI of the later Code.
For the staff to complete its review of the program, you are requested to provide the justifications for using only portions of certain articles in Section XI of the later Code. TVA did not justify the use of the particular footnotes and subsubparagraphs from t
Section XI of the later Code in terms of 10 CFR 50.55a(a)(3) or 50.55a(g) for each instance. We request that these justifications be provided in the fonn of requests fo: relief from the Code of record for Sequoyah.
The staff has also reviewed the request for relief ISPT-1 and based on the enclosed safety evaluation finds it acceptable because certain Code test requirements are impractical to perform. The staff has determined, pursuant to 10 CFR 50.55a(a)(3)(1), that the proposed alternatives to the Code requirements will provide an acceptable level of quality and safety. The staff also concludes that granting relief where the Code requirements are impractical is authorized by law and that the proposed alternative testing
' requirements will not endanger life or property, or the common defense and security, and is otherwise in the public interest considering the burden that could result upon TVA if the Code testing requirements were imposed upon Sequoyah, Units 1 and 2.

Mr. Oliver D. Kingsley, Jr. Therefore, pursuant to 10 CFR 50.55a(g)(6)(1) of the Comission's regulations, TVA is granted the requested relief ISPT.1, as documented in the enclosed safety evaluation, from the Code pressure test requirements in IWD-5223(a).
This relief is granted on the condition that the test pressure is the hydro.
static test pressure for Class 2 (equivalent) piping.
Any additional program changes such as revisions or additional requests for relief should be submitted f or staff review and should not be implemented prior to approval by the staff.
