i This is to acknowledge receipt of your letter dated November 22, 1989 which transmitted changes, identified as Revision 9, to the " Palisades Suitability Training, and' Qualification Plan," under the provisions of 10 CFR 50.54(p)..

k We have reviewed the submitted changes and have determined that they are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable.

l However, the removal of the requirement for security officers to qualify in the use of hand held metal-detectors (Appendix B Page 1 of 9) is inconsistent with Section 3.8.1(e)(1) of the Palisades Security Plan which comits to the

availability of. hand held metal detectors. Our position is that the use of these detectors requires that thc operators be qualified. Therefore, if you wish to retain this search equipment option, the qualification requirement must be returned to the training and qualification plan.

If you wish to delete the hand held metal detectors, the security plan should be changed under 10 CFR 50.54(p).
