REFERENCE:

(a) Letter from Mr. G. C. Creel (BG&E) to Document Control Desk (NRC), Restart Commitments, dated May 23, 1989 Gentlemen:

In our letter dated May 23,1989 (Reference a), we stated that before the etaitup of either Calvert Cliffs Unit, we would " display tagout boundaries on laminated drawings (applicable unit and commcc) for shift supervision review and use" This commitment was one of many actions relative to improving our control of spiem status. In our efforts to fulfill this commitment, we established and implemented the use of laminated drawings in July 1989, llaving evaluated the effectiveness of all our corrective actions to improve control of system status, we have concluded that the use of laminated drawings should be discontinued. The following provides a brief discussion of our basis for modifying our commitment.

Two of our goals relative to control of system status were to improve the process used for each tagout, as well as provide additional tools for shift supervision to assess the status of plant systems and equipment. The following measures have been implemented and determined to effectively accomplish these goals, o

A second licensed operator now performs an independent assessment of all tagouts, and any modifications or supplements to these tagouts, for adequacy and appropriateness relative to plant conditions. The knowledge level and broad area of expertise of the second licensed operator provides an additional measure of confidence in the tagouts, prior to the Shift Supervisor's review.

o We improved the computerized printout of open tagouts which is given to shift supervision. The printout is now sorted by system number instead of tagout number. The printout was revised to include the tagouts' age and the associated Maintenance Order (MO) number. These changes allow shift supervision to more easily identify all tagouts issued since the last time frol bbk kbb

they were on shift. Additionally, since the tagouts are grouped by system j

number, shift supervision can more easily determine which tagouts affect which systems. The MO column allows shift supervision to note which 1

tagouts are associated with specific MOs.

important systems and equipment, o

Representatives from Outage Management and Safety Tagging, whenever staffed, attend pre-shift briefings. Therefore, the information exchanged between the operating shift regarding plant status or planned activities is i

also communicated to the Safety Tagging organization. Any significant planned maintenance or tagging activities are also communicated to the operating shift.

o Equipment Status Sheets are used as a tool to facilitate tracking of major equipment which is out-of-service or in a degraded condition but not tagged out.

These sheets are used by the operating shifts, are included as part of the ~ shift turnover process, and are therefore part of the communications between the operating shift and the Safety Tagging organization.

Implementation of the laminated drawings has been evaluated for four months. Shift Supervisors were consulted regarding the laminated drawings' usefulness.

Our assessment has shown that the laminated drawings are time-consuming to meticulously maintain and are marginally useful. Although we are exploring-alternate methods to I

display tagout boundaries, we have decided to discontinue the use of laminated drawings. Ilowever, upon the Shift Supervisor's request, a tagout's boundaries will-be shown on the applicable print (s) for the Shift Supervisor's review.

.We understand this is a change in the scope of our original commitments, llowever, as

' discussed above, we feel the other actions adequately meet our goal of improving the process for each tagout, as well as providing additional tools for th6 Shift Supervisor to readily assess the status of plant systems and equipment. We also understand our tagging organization will receive further inspections. We welcome that opportunity to discuss this issue as well as additional improvements we have made.
