Docket Nos. 50-361 and 50-362 Emergency Plan San Onofre Nuclear Generating Station Units 2 and 3 The NRC's letter of October 31, 1979 requested additional infor-mation concerning the Emergency Plan for San Onofre Nuclear Generating S tat. ion. SCE's response dated December 10, 1979 provided preliminary information and committed to revise the Emergency Plan. Enclosed are sixty-three copies of the revised Emergency Plan for San Onofre Nuclear Generating Station Units 2 and 3 dated July 1980.

The Applicants are currently assisting all affected local governmental agencies to develop new emergency response plans which will conform as fully as practicable to the acceptance criteri;> set forth in NUREG-0654 for such plans. This will include a fully developed plan to cover evacuation of transient and permanent populations within a distance of at least eleven miles from the station, and establishment of an emer-gency classification and action level system as set forth in NUREG-0610.

It is anticipated that such revised local governmental emergency response plans will be submitted by November, 1980, and will supersede those plans included in the FSAR and contained in the volume entitled " Supplement to Emergency Plan, San Onofre.. Units 2 and 3". Furthermore, the Applicants are presently engineering and expect to have operational by July, 1981 a siren alert system which will enable the local governmentar agencies to promptly 9

alert the public throughout the plume exposure pathway, consistent with the design objectives specified in Appendix 3 of NUREG-0654. Additional features which are under evaluation for purposes of prompt public notification include direct alerting communication, radio devices for placement in homes, schools, commercial and other public buildings.

The Applicants plan to construct a near-site Emergency Operations Facility in the future to replace the current Emergency Operations Center located in the San Clemente City Hall. This new facility will comply with the criteria established in NUREG-0696 for near-site Emergency Operation Facilities.

The Applicants are developing and expect to implement beginning April 1, 1981, a public information program which fully addresses the requirements contained in the recently adopted revisions of 10 CFR 50.47(b).7 and Appendix E, IV.D.2.

The Applicants in cooperation with appropriate State and local governmental agenices are planning to conduct a complete exercise of operative State, local, and Company radiological emergency plans prior to January 1, 1981 on a date yet to be agreed upon. To the extent achievable, this exercise shall include participation by appropriate Federal agencies, including FEMA and NRC. At this time, the Applicants fully expect that the on-site and off-site plans being exercised in this drill will have been revised and implemented to meet the criteria in NUREG-0654. If the drill discloses any deficiancies in the on-site or off-site plans, the Applicants are committed to remedying any such deficiencies on or before April 1, 1981.

The San Onofre Units 2 and 3 FSAR will be formally revised by an amendment incorporating this Emergency Plan and Offsite Response Agency Emergency Response plans by approximately November 1980.
