OF OWNERS GROUPS MEETING ON THE IMPROVED STANDARD TECHNICAL SPECIFICATIONS:
SEPTEMBER 21 & 22, 1993 f
l On September 21 and 22, 1993, the Technical Specifications Branch (OTSB) met r
I l
with the Owners Groups (0G) to discuss the status of activities to implement l
the improved standard technical specifications (STS) and related matters. The' i
meeting attendees are listed in Enclosure 1.
The agenda for the staff's
_7 meeting with the Owners Groups is presented in Enclosure 2.
i The NUMARC representative suggested that the December TSIP conference in Florida be postponed because of the slip in schedule for the lead plants.
NUMARC will reschedule the conference when experience is gained on the implementation process.
The OG questioned 0TSB about the NRC lead-plant review process, particularly I
the instructions in NRR Office Letter #803 regarding the prioritization of l
amendment reviews for STS applications. OTSB informed the OG that the prioritization of STS applications is addressed in the Final Policy Statement.
The Commission's policy gives highest priority to complete conversions and i
high priority to line-item improvements. OTSB tracks line-items through the i
amendment screening process which requires the PMs to fill out tracking forma.

Licensees are often aware of l
such approvals before generic letters are developed, and submit separate requests for the same TS change. The license amendment screening process will i
also identify the SER for follow-on applications which will help to expedite i
the approval of the line-item improvement TS changes.
4 The BWOG representative asked whether it is necessary to identify other plants j
wanting to pursue the same amendment in order to demonstrate the generic applicability. OTSB responded that it is not necessary, but it does help the i
utility to recognize similarities and the staff establish higher priority for l
line-item improvements with a broader range of applicability.. The OG also OTSB will obtain this information through amendment screening process.
questioned how NRC balances internal priorities on line-item and conversion reviews. OTSB responded that even though conversion reviews have priority, staff resources will be allocated so that the line-item amendments will not be delayed.
OTSB also advised the OG that the Crystal River SER will be issued soon. The j

should be used as a reference by the other lead plants and follow-on j
conversion applicants.
j The OG stated that there are numerous newer plants that find little economic l
gain for a complete conversion, and will use line-item improvements. OTSB i
stated that NRC policy permits line-item changes, but encourages complete conversions. The cost-benefit information submitted by the OG demonstrate that the total resources to implement line-item improvements will be much higher than that for a complete conversion, for both the licensees and the NRC. Moreover, line-item improvements will not realize the safety benefits associated with the user-friendly format and enhanced bases.
The NRC staff hopes that licensees will realize that a complete conversion is more cost effective.
For the specific STS issues, the OG provided 0TSB with the following new l
generic change packages, and several revisions to earlier packages, for our review: WOG 15 R1, BWR-06 C9 R1, BWR-08 R2, W0G-33, WOG-32, WOG-31, WOG-30, WOG-29, WOG-02 C9 R1, NRC-13, NRC-12, NRC-11, NRC-07 R1, NRC-06 R1, and NRC-03 C9 RI. We discussed the status of generic change packages received at the August meeting. This status is reflected in the updated status list provided in Enclosure 3.
Packages approved at the September OG/0TSB meeting were WOG-02 C9 R1, WOG-09 C2, BWR-13 C1-C5 and C7-C21, and NRC-09C'. The following open items were discussed.
WOG-15 R1, Steam Generator Inspection Program. 0G proposed a revised Condition B.
Basically any failure in the program will have 4 hrs'to restore.
The OG will provide a final wording for the WOG 15 R1 package.
NRC-07. The BWROG representative indicated at the August meeting that

they would accept the NRC-07 proposal provided that NRC put brackets on the entire condition B.
The OG provided a traveler for NRC-07 R1 to 0TSB during the meeting. However, the_0G stated that they should not have revised the NRC package; the initiator of a traveler should provide i
revisions. OTSB agreed that the same should be applied to both the NRC's and the 0G's proposed changes.
BWR-13, control rod scram time surveillance requirements. _ OTSB rejected the proposed changes to replace OPERABILITY requirements for isolation
{
valves in secondary containment penetration flow path. The staff cannot j
confirm TS compliance problems and needs additional design information.
0TSB also rejected the proposed change to relocate the "O psig" control rod scram time limit to the Core Operating Limits Report (COLR). The staff. needs additional information to support conclusions that the "O psig" control rod scram times vary from cycle to cycle in accordance

with a staff approved methodology.

OTSB will update the guidelines and process for STS changes, which C. Grimes will likely present at the December 0G/0TSB meeting.
NRC will continue to pursue a revision of NRR Office Letter #803 to incorporate these processes.
The Crystal River review experience will also help OTSB.to provide more detailed guidance for the conversion review process. The OG will continue to i
support the development of the STS including maintenance of the Bases.

River Bend: 10/95-12/95 Hatch representatives informed the staff that their submittal schedule has slipped from 11/93 to 2/94 because of difficulty in completing the containment, electrical, and instrumentation sections. However, the implementation date of 3/95 has not been changed.
l The BWROG stated that they will delay proposing NUREG-1433 changes resulting from the Hatch TS review until the BWR-6 plants have complettd their l
submittals so that changes to both NUREGs can be coordinated. This would preclude duplicating proposed generic changes and provide consistency between the two standards.
It is anticipated that these changes will be provided at t
the October meeting or by mid-November. The BWROG requested that the NRC place a priority on reviewing these packages so that the BWROG would know their status by late November to early December 1993.
This schedule supports l
the Hatch Unit 1 and 2 submittal. The BWROG stated that, in the interim, the BWR-4 and BWR-6 lead plants would proceed as if the proposed generic changes were approved; hence the importance of the priority for the NRC review of i
these packages.
OTSB agreed that we would expedite the review of the BWR0G generic changes.
For the shutdown risk TS, OTSB provided the OG with a redline-strikeout version of the proposed Bases. OTSB is still scheduled to complete model TS for a generic letter in December 1993. At the August meeting, the OG agreed to provide s list of non-safety system capabilities for shutdown risk TS; however, the OG informed us that they could not provide such a list at this meeting. Some of the OG members do not agree with the underlying basis for the technical requirements, as presented in SECY-93-190.
The OG are concerned that such participation will indicate their concurrence in the need for TS changes in Low Power and Shutdown (LPS) operations, which may foreclose further discussion of the underlying requirements.
The OG wanted to postpone shutdown risk TS discussions that were planned for this meeting until after all of the OG a.mbers could decide how to proceed.

The schedule for future lead plant meetings is October 26-29, New Orleans, LA; December 15-17, St. Petersburg, FL; January 24-26, Irvine, CA; and february 28-March 2, Birmingham, AL.
The transition from monthly to 6-8 weeks between scheduled meeting dates will likely occur in the Spring. Thus, a mid-April is tentatively scheduled for Baltimore, MD, and a mid-June meeting is scheduled for Chicago, IL.
