Arkansas: Nuclear One, Units 1 and 2, and to'the discussion of our findings with

Mr. N._S. Carns and other members'~of your staff at the conclusion of the

inspection. Areas examined during the inspection-included followup of e';ents,
operational safety _ verification, surveillance, maintenance, outage activities,
.and review of licensee action on low minimum flow conditions for emergency
feedwater (EFW) pumps. -Within these areas, the inspection consisted of
,
iselective examination of procedures and representative records,.interviess with

personnel,_and observations by the-inspectors.
The findings are documented in
the enclosed inspection ceport.
During this inspection,. it was' found that certain of your, activities'.were in
violation of NRC requirements-,
Consequently, you.are required to respond to
these violations, in writing, in accordance with the provisions of Section 2.201
of:the NRC's " Rules oi' Practice," Part 2, Title 10, Code of Federal Regulations.
.Your response should be. based on the specifics contained in the Notice of
Violation (Notice) enclosed with this letter.
In addition to the written
response to'the attached notice, and as discussed at the exit interview, we
'have scheduled an. Enforcement Conference for December 8, 1989, when you will be
g$ven'the opportunity to discuss your understanding of the apperent violation
docuh.ented in Section 8.0 of this report concerning the failure to resolve in a
' timely-' manner the indicated inadequate mi_nimum flow condition for the emergency
~
.feedwater pumps.-
The response _ directed by this letter and the accompanying Notices are not
subject.to the clearance procedures of the Office of Management and Budget as
required by the. Paperwork Reduction Act of 1980,.PL 96-511.
