Dear Mr. Kingsley:

SUBJECT:

TECHNICAL SPECIFICATION CHANGE 89-42 (TAC 75029) - SEQUOYAH NUCLEAR PLANT, UNIT 1 In your letter dated September 29, 1989, you requested approval to defer per-formance of the following surveillance requirements (SRs):

(1) channel cali-bration of the lower _ containment area high radiation monitors, (2) visual inspection of the spray and sprinkler systems in the area of the reactor coolant pumps and (3) inspection of fire hose stations in lower containment, p

In the phone call on October-16, 1989, your staff added the visual inspection of the fire hose stations in lower containment to the list of the surveillances I

l-in your letter.

You requested that we amend the Sequoyah Technical Specifica-L tions.(TSs) to state for each of these SRs that there will be a one-time exten.

sion of the surveillance interval ta December 15.-1989. We reviewed your request and concluded that the Sequcyah TSs do not require the unit to be shut down if the equipment covered by these SRs is declared inoperable. The L

sefety evaluation approving your request was issued in our letter dated L

October 25, 1989.

In that letter, we concluded that the Sequoyah TSs do not need to be amended to allow the surveillance interval for these SRs to be l_

, extended to December 15, 1989 and requested that you withdraw your application

~ dated September 29,~1989 for changes to the Sequoyah TSs.

By letter dated November 27, 1989, you withdrew the application dated t

l September 29, 1989, 'sr changes to the Sequoyah TSs. This closes out.the-staff's review of this application.

Sincerely, I
