SYNOPSIS 15, 1989, the Regional Administrator, Nuclear Regulatory On February (NRC) Region IV requested that the Office of Investigations (01)
I Comission conduct an investigation of an allegation that a River Bend Statien (RBS) control room operator appeared to have violated fitness for duty recuirements concerning on site alcohol intoxicatien. O! was also asked to investigate another incident wherein a refueling floor supervisor allegedly 6bandoned his duty station during reft.eling operations to purporteoly " drink."
The O! investigation determined that in neither instance did RBS managerent act in violdtion of any NRC recuiretrents or regulations.
It was determined that although the control room operator did report for duty at the site in a diminished capacity, RBS management refused to allow him access to the control room and took appropriate steps to formally reprimand his actions.
Additionally, even thcugh the refueling supervisor did leave the plant, there is no evidence to indicate he abandoned his duty station during actual refueling operations.
