In accordance with 10 CFR 50.92, your October 20, 1989 application addressed the criteria for determination of "significant hazards censiderations."
In addressing the criteria of 10 CFR 50.92, however, you have provided only very general statements and have failed to address the safety significance of the specific, proposed, changes to the TS. Specifiu lly, you should review your current and proposed lead factors and withorawal schedules and determine if the change is more or less conservative with regard to "significant hazards consideration" criteria of 10 CFR 50.00.
The "significant hazards consideration" criteria should be addressed specifically for the proposed changes in a resubmittal of subject application.
