- This lett'er- refers to the safeguards inspection conducted- by Messrs.
W. K. Lancaster and W. T. 01sen of this office on October 15-20, 1989, of
activities at the Maine Yankee Atomic Power Station, Fiscasset, Maine,

authorized by NRC License DPR-36, and to the discussions of our findings held
o
f
by Mr. Lancaster with Mr'. R. Blackmore of your staff at the conclusion of the
inspection.

Areas examined during this inspection are described in the NRC Region I Inspec-
tion Report which is enclosed with this letter. Within these areas, the
.
inspection consisted of selective examinations of procedures and representative
- '
records, interviews with personnel, and observations by the inspectors.
,
Within the scope of this inspection, which included a back-shift inspection on
Sunday, October 15, no violations were observed.
However, a concern regarding
-the apparent low morale exhibited by members of the security force was
. identified. Management attention to this concern is warranted.

Sections of the enclosed inspection report contain details of your security
program that have been determined to be exempt from public disclosure in
- accordance with 10 CFR 73.21 (Safeguards Information). Therefore, the sections
.
so identified will not be placed in the NRC Public Document Room and will
'
receive' limited distribution. This letter and the remainder of the inspection
report will'be placed in the Public Document Room, in accordance with 10 CFR 2.790(a).
