Subject. Oyster Creek Nuclear Generating Station Docket No. 50-219 Emergency Plan By letter dated October 10, 1979, Mr. Eisenhut of your staff requested that Jersey Central Power & Light (JCP&L) suhTit an upgraded Emergency Plan by January 1, 1980. Attached are ten (10) copies ci the updated Emergency Plan for the Oyster Creek Nuclear Generating Station. Wis plan was developed using the format and guidelines provided in Regulatory Guide 1.101, NUREG 0610, and Emergency Planning Review Guideline One - Revision One.
We State of New Jersey Procedures for Implementing Protective Action Guides (PIPAG Manual) has been included as Appendix A to the Oyster Creek Plan in accordance with the NRC's Emergency Planning Review Guideline Number One -
Revision One.
Please note that we have communicated with State authorities concerning the revision of the State plan to meet current NRC guidance. The current State plan has received NRC concurrence and JCP&L will work with the State in upgrading the plan; however, it nay not be possible for the State to conform to the proposed time table due to the necessary state review process.
We enclosed Oyster Creek Emergency Plan provides for capabilities, equipnent, resources, and procedures which are currently in the process of being revised, modified, and/or acquired. Therefore, we will require one (1) year frcxn the date of approval of the Oyster Creek Plan to canplete implementation.
