While your letter of October 16, 1980, states that you have filed an application for an appropriate amendment to achieve corrective action for the items of noncompliance identified as Items No. 1, 3 and 11 of Appendix A, you are reminded that no activity is in accord with NRC regulatory requirements unless and until it is specifi-cally authorized in an NRC license.
