J Appendix A NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-295 As a result of the inspection conducted on February 28, 1981 to April 15, 1981 and in accordance with the Interim Enforcement Policy, 45 FR6754 (October 7,1980), the following violation was identified:
Technical Specification 10CFR 50 Appendix J, Section III.A. states in part that "during the period between initiation of the containment in-spection and performance of the Type A test, no repairs or adjustments shall be made so that the containment can be tested in as close to the "as is" condition as possible."
Contrary to the above, the licensec reduced the 1A main steam line header pressure on March 11, 1981 at 10:30 PM during the official data taking portion of the 1981 Unir 1 Containment Integrated Leak Rate Test.
(See paragraph 5.C. (2)) This is a Severity Level V Violation.
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within twenty-five days of the date of this Notice a written statement or explanation in reply, including for each item of noncompliance; (1) corrective action teken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full com-pliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
