NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 69t; Facility Operating License No. OPR-65 issued to the Northeast Nuclear Energy Company, the Connecticut Light and Power Company, the Hartford Electric Light Company, and the Western Massachusetts Electric Company (the licensee), w'ich revised Technical Specifications for operation h
of the Millstone Nuclear Power Station, Unit No. 2 (the facility) located in the Town of Waterford, Connecticut. The amendment is effective as of its date of issuance.
The amenenent consists of changes to the Technical Specifications with
[ respect to decay heat removal capability.
The appitcation for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and r,egulations. The Comission has made app.*opriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are get f,,ofth.in the license amendment. Prior pubite notice of this arcendment was not required since the amendment does not involve a significant hazards cc:isideration.

o 7590-01 The Commission has determined that the issuance of this amendment will not result in any significa t environmental impact and that pursuant to 10 CFR 151.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
