Gentlemen:

This refers to the routine safety inspection conducted by Messrs. L. A. Reyes

and W. G. Rogers of this office on January 5-9, 12-16, 19-23, 26-31, and

February 2-3, 1981, of activities at. Davis-Besse authorized by NRC Operating

License No. NFP-3 and to the discussion of our findings with Mr. Murray and

others of your staff .;t the conclusion of the inspection. This also refers

to the enforcement meeting held on March 17, 1981, in the Regional Office to

discuss the event.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and. representative records, obser"ations, and in-

terviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as specified in enclosed Appendix A.

A

written response, submitted under oath or affirmation, is required. We are

concerned about the causal factors related to this violation which are

described in Paragraph 2 of the enclosed report.

Please provide particular

attention to descriptions of your corrective actions in your response to

this letter.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosures,

and your response to this letter will be placed in the NRC's Public Document
