J. O'Brien of your of fice on January I through January 31, 1981, we offer l

the following explanations.
Appendix ' A" of your let ter notes the following violation:
L 10 CFR.50.59(b) states, in part, "The licensee shall maintain I
records of changes in the facility and of changes in procedures I
made pursuant to this section, to the extent that such changes constitute changes in the facility as described in the safety analysis report....These records shall include a written safety j
evaluation which provides the basis for the determination that the change, test or experiment does not involve an unreviewed l
safety question."
l Section 6.2.3.1 of the Final Safety Analysis Report describes a quick starting feature of the emergency diesel generators, in part, as follows:
"DC-motor driven.... hydraulic governor oil pumps are provided for starting.
After the ennine is up to speed, direct driven governor oil pumps take over.
Contrary to the above, on April 18, 1930, the licensee discovered that the piping for the B" Diesel Generator DC-driven governor oil booster pump wa', improperly routed, thereby causing the quick start starting fe,,ture to be disabled. This apparently consti-tutes a change in the facility as described in the fSAR.
Although Nonconforming Report S-1910 authorized postponement of corrective action until the next ref ueling outage (several months later),

March 26, 1981 there is no record of a written safety evaluation showing that the postponement did not involve an unreviewed safety question.
District Reply (1) The District admits, in-form, that "B" Diesel Generator did not have the DC-motor driven hydraulic governor quick start system as described In Section 8.2.3 1 of the FSAR.
(2) The reason is that the "B" Diesel Generator performed within the defini-tion of OPELABLE as stated in the Technical Specification Section 1.3 and Management determined that a 50.59 evaluation was unnecessary.
(3) The corrective steps taken involved replacing the "B" Diesel Generator governor that has all the features as stated in the FSAR.

l (4) The governor in question will be returned to the manufacturer, rebuilt j
and the quick start circuit plumbed up properly prior to return to Rancho Seco. This will prevent recurrence of the event cited.

(5) Full compliance has been achieved and "B" Diesel Generator complies i
l with the description stated in the FSAR.
