Appendix A NOTICE OF VIOLATION Northern States Power Company Docket No. 50-232 Docket No. 50-306 As a result of the inspection conducted.on April 20-24, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification 6.5 requires that written procedures for mainten-ance and tests be followed. Administrative Control Directive 5 ACD 3.14,
" Control of Measuring and Testing Equipment" requires in part that when calibrating instruments the as-found and as-lef t conditions be recorded.
Contrary to the above, test equipment which was calibrated by the site showed only as-left values or a notation of " Cal Check OK" on the cali-bration record cards. Additionally, some safety-related equipment that is calibrated under the preventative maintenance program had a single set of values which was labeled as " Actual" on the associated calibration record cards.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within twenty-five days of the date of this Notice a written statement or explanation in reply, including for each item of noncompliance:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full com-pliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
