Dear Mr. Denton:
Please refer to our letter serial number 599 dated October 23, 1978 concerning Vepco's plans for carrying out the construction quality control activities on North Anna units 3 and 4.
At that time we advised you of our company's intentions to perform this function using company rather than contractor personnel.
In addition we advised you of our intention to apply for an ASME Certificate of Authorization and to obtain an ASME N-stamp.
In the Fall of 1978 we suspended all major construction activity on the site and Vepco Quality Control has been limited since that time to material receipts, storage inspections and the maintenance of quality assurance re-lated records.
Earlier this year we announced plans to construct Unit 3 and cancel Unit 4 and at that time we reactivated our plans to permit resumption of construction in 1982. We recently held discussions with our Authorized Inspection Agency and concluded it would not be practicable for Vepco to carry out the entire quality control function due to ASME code requirements which make the N-stamp holder responsible for quality control for his assigned scope of work. Our earlier plan would have transferred the responsibility for compliance to the code from the contractor to Vepco in the construction of the project. Consequently we believe that our principal contractors should provide quality control over the activities governed by the N-stamp.
Based on the above Vepco will perform the quality assurance function similar to that which we had performed previously during the construction of North Anna Units 1 and 2.
Vepco will however perform certain quality control work in areas outside that covered by the ASME code utilizing our own quality control organization supplemented with contract support as needed. Confirming our meeting with Mr. Eisenhut on March 23, the 1981 quality control scope of work for North Anna Unit 3 is limited to covering those activities necessary to prepare the site for reactivation, caisson, rock anchor and recirculation spray pump foundation work that had been deferred since 1979.
