REVIEW 0F LICENSE AMENDMENT APPLICATION DATED OCTOBER 24,1980 AND ITS REVISION DATED NOVEMBER 14, 1980 I

Background

Coeustion Engineering (CE), by application dated October 24, 1980, and its revision dated November 14, 1980, requested authorization for the following:

1.

Changes in the organization and responsibility of key personnel responsible for the nuclear criticality and radiation safety programs.

2.

Additions of the minirum qualifications of key personnel in th'eir reorganization responsible for the associated nuclear criticality and radiation safety programs.

The nuclear criticality and radiation safety programs were under the direction of a Nuclear Licensing and Safety Supervisor who was qualified to administer and perform the necessary primary reviews for both the nuclear criticality and radiation safety programs. With his departure from CE, a Radiation Specialist was made Supervisor, Health Physics and Safety, and the fonner Nuclear Licensing and Safety Supervisor was retained as a Nuclear Licensing Consultant.

A position, Manager, Nuclear Licensing, Safety and Accountability, has been created (vacant). The person filling this position would ultimately be responsible for both criticality and radiation safety.

II Discussion A.

Nuclear Criticality Safety 1.

The following are the minimum qualifications for the newly created positions:

a.

Manager, Nuclear Licensing, Safety and Accountability (NLS&A) and the Nuclear Licensing Consultant - The person shall have a 8102250777

JAN 36 1981 bachelor's degree in one of the sciences, engineering or equivalent and a minimum of 3 years' experience in positions which demonstrate sufficient judgment and analytical capability to establish and maintain a technically sound and effective nuclear criticality and radiation safety program. He also shall meet the minimum qualifications for a nuclear criticality specialist.

b.

Health Physics and Sefety Supervisor The person shall have a bachelor's degree in one of the sciences, engineering or equivalent and a minimtsn of 2 years' experience in radiation safety protection in positions which demonstrate sufficient judgment and capabiPty to establish and maintain an effective nuclear criticality and radiation safety program.

The above minimum qualifications are consistent with those NRC-approved qualifications for personnel with comparable responsibilities.

2.

The following are the administrative controls for nuclear criticality safety:

a.

In the absence of a Manager, Nuclear Licensing, Safety and Accountability, the Nuclear Licensing Consultant approves all criticality limits, facility and process changes, equipment arrangements and additions affecting nuclear criticality safety.

An independent review is made by the Nuclear Safety Comittee.

b.

Daily audits made by the health physics technician for nuclear criticality safety compliance are transmitted to the Health Physics and Safety Supervisor. Monthly audits are made by the Nuclear Licensing Consultant.

c.

The trainirg and retraining in both criticality and in radiological safety is the respur.sibility of the Supervisor, Health Physics and Safety. His minimun qualifications include a demonstration of sufficient judgment and capability to establish and maintain an effective nuclear criticality and radiation safety program.

His experience is adequate to conduct the required training.

A nuclear criticality specialist is available should the Health l

Physics and Safety Supervisor encounter an unresolved item in criticality safety.

d.

The division of responsibilities between the Nelear Licensing Consultant and the Health Physics and Safety Supervisor, together with the responsibilities of the Nuclear Safety Committee, is adeouata to maintain a satisfactory nuclear criticality and rad',ation safety program. The program is consistent with those in EC-approved practices.

Radiation Safety The minimum qualifications for the Health Physics and Safet/ Supervisor (see II A.l.b. above) are equivalent to those of the fonner Nuclear Licensing and Safety Supervisor for conducting the radiation safety program. The program remains unchanged.

C.

Environmental Effects Since the applicant does not propose any change in process operations, no significant change in the environmental effect should result.

D.

General The amendment application was discussed on January 7,1981, with J. Roth, Region I (IE) Project Inspector of the CE facility. He saw no safety or environmental related problem associated with the authorization.

III Conclusion The changes in the organintion and the minimum qualifications and responsibilities of key personnel related to the nuclear criticality and radiation safety programs are adequate to protect the health and safety of the operating personnel, the public and the environte.ent.

Issuance of the license amendment is reconnended.
