In accordance with your application dated December 12, 1980, and pursuant to Title 10, Code of Federal Regulations, Part 70, Special Nuclear Material License No. SNM-777 is hereby amended to incorporate your " Quality Assurance Program (QAP-004) for Preparation and Shipping of LSA Radioactive Materials" as an appendix to Section 200 (" Organization, Personnel and Administration").

Further-more, approval of the quality assurance program is subject to the following condition:

29. a.

UNC shall determine criteria for processed lagoon solids to ensure freedom from free liquid following the mechanical and thennal effects of shipment to the burial site.

b.

UNC shall establish procedures and controls to ensure that packaged lagoon solids meet the criteria.

c.

UNC shall assign individuals responsible to confirm conformance to a. and b., above.

d.

Notwithstanding para. 16.3 of QAP-004, bypassing of required inspections, tests and other critical operations shall require approval of the Manager, Quality Assurance.

The foregoing condition was discussed and agreed to by Mr. Robert Gregg in a telephone conversation with R. Stevenson on January 21, 1981.

On the basis of the reference to QAP-001 in the scope of QAP-004, it is understood that Quality Assurance Program Approval for Radioactive Material Packages, Approval l

No. 0241, applies if packages to be shipped exceed Type A quantities.

All other conditions of this license shall remain the same.

l We consider that your application of December 12, 1980, supersedes the Section 700 submittal of October 20, 1980. We agree with the interpretation of Section 303.3.2 of your license as regards outside storage of packaged lagoon materials as given l

We will file the resume for Mr. Peter Dessaules in the safety demonstration for SNM-777.
