Final Report Essential Cooling Water Pump Seal Water Design December 11, 1980 1

DESCRIPTION OF THE INCIDENT On July 3,1980, purusuant to 10CFR50.55(e), Houston Lighting & Power Company notified your office of an item concerning provision of continuous water injection to the Essential Cooling Water (ECW) pump bearings. It appeared that because the design did not meet the requirements of the manufacturer's instruction manual, the manufacturer could not guarantee pump performance within specification.

CORRECTIVE ACTION

Since the issuance of our interim report (ST-HL-AE-559), the manufacturer has clarified the seal water injection requirements for the specific bearing material to be used in the pumps supplied for STP. Based on the additional information supplied by the pump manufacturer, we have determined that the current seal water injection design is consistent with the manufacturer's requirements, as clarified. Therefore, no design changes are necessary.

RECURRENCE CONTROL A recurrence control program is not considered necessary because the situation appears to be unique. Appropriate design drawings and instruction manual sections will be revised to accurately reflect the vendor requirements, as clarified.

SAFETY ANALYSIS A safety analysis of the corrective action was not performed since it was determined that the system, as designed, meets applicable requirenents.
