Appendix A of GE's license for Wilmington (SNM-1097), which is incorp-orated into the license by reference, limits scrap processing to scrap from GE-owned or controlled plants. The same section of Appendix A (5.2.2 (a))

requires that the fuel enrichment of the scrap be verified before use or introduction into process equipment. The subject application requests de-letion of the requirement that the scrap come from GE plants but leave the requirement for enrichment verification unchanged.

Discussion The proposed amendment leaves the essentiil safety requirements intact.

Thus, the scrap must have nuclear safety characteristics identical to Wilming-ton plant scrap and the enrichment must be verified. Deletion of the require-ment that the scrap come from GE-owned or controlled plants is thus, administrative change with no significant safety or environmental effects.
