O Public Service Company or Colorado Fort St. Vrain Docket No. 50-267 License No. DPR-34 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted during the period of November 1 - November 30, 1980, and in accordance with the Interim Enforce-ment Policy, 45 FR 66754 (October 7, 1980), the following violations ere identified:

Technical Specification L.C.0. 4.8.2.(a) states that "the maximum instantaneous release rate of radioactive liquid effluents from the site shall be such that the concentration of radionuclides in the Cooling Tower blowdown water discharge does not exceed the values in Table II, Column 2, 10 CFR 20, Appendix B, for unrestricted areas."
Contrary to the above, on November 7, 1980, at 7:40 a.m. it was deter-mined by the licensee that the concentration of tritium in the Cooling Tower blowdown water discharge which was made November 23, 1980, was 3.23E-3uci/cc exceeding the limiting concentration for tritium (3.00E-3uci/cc).
This is a Severity Level IV violation.

Technical Specification 7.4.a, Procedures, Administrative Controls, states, in part that " written procedures shall be established, imple-mented, and maintained...."
Procedure G-2, FSV Procedure System, establishes the system of procedures and procedure controls, Section 4.5, Procedure Compiiance, states in part that "All levels of FSV Station and Project personnel are respons-ible for assuring compliance with authorized procedures, or for initiating action to obtain apprcpriate procedure revisions if com-pliance is not possible...."
Contrary to the above, appropriate procedure revisions were not obtained and a device was installed on filter F-7301 to monitor the degradation of the charcoal filters.

Work Procedure (CWP) 80.63 and/or Change Notice (CN) 868 was written and approved, although, Page G-4 of CN 868 was known to be incorrect j
and required changes from the indicated installation.
This is a Severity Level V violation.
Pursuant to the pre.., ions of 10 CFR 2.20, Public Service Company of Colorado is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply. including (1) the corrective steps which have been taken and the results achieved; (2) corrective steps will be taken to avoid further violations; and (3) the date 8102 23n @

when full compliance will be crhieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
