This refers to the discussions between Messrs. Murray, Carr and others of your organization and Messrs. Reyes, Rogers, Gildner, and McGregor of this affice on January 23, 1981, regarding water found in the east electrical containment penetrations.

The NRC interest and concern in this matter is substantial. There is particular interest in assuring that the source of the water is identified, that the cause of the water getting into the penetrations is understood, and that appropriate corrective actions are taken.

In this regard, it is our understanding that you will perform the following actions prior to proceeding to startup (Mode 2):

1.

Establish a program to identify the source of water found in the electrical penetrations.

(This item ir.ay require long-range activities for completion.)

2.

On a sampling basis, perform an insulation resistance test to verify no degradation of the electrical penetrations has occurred. These tests are to be performed in accordance with Section 5.1.5 of IEEE 317, 1971.

3.

Perform local leak rate testing of all 48 electrical penetrations in accordance.iith Appendix J of 10 CFR 50.

4.

Establish a method to provide assurance that the 48 electrical pene-I trations will remain dry and protected from moisture, i

Establish a long-term program of insulation resistance testing to l

verify the continued acceptability of these electrical penetrations.
