Dear Mr. Seyfrit:

South Texas Project Units 1&2 Docket Nos. STN 50-498, STN 50-499 Second Interim Report Concerning Beam to Column Connection Desicn in the Reactor Containment Building On September 24, 1980, pursuant to 10CFR50.55(e), Houston Lighting &

Power Company notified your office of an item concerning the Reactor Contain-ment Building (RCB) Structural Steel Beam to Column Connection Design. A description of the incident, corrective measure, and safety evaluation were provided in the first interim report.

The re-verification activities are in various stages of completion based upon building floor elevations. To date, the analysis has been ccmpleted for all floors. However, the design, checking of the design and detailing of con-struction drawings are still in progress.

In general, the results of the effort indicate the following:

(1) For steel floors, structural modifications will be made such as replacing certain connections with expansion joints to account for themal loads and increasing the structural strength of other connections to account for seismic and pres-sure loads.

(2) Cover plstes will be added to a few beams to improve resistance to axial loads or loads applied in the direction of the weak axis.
