warrant a special letter or nonroutine type communication with Congress.

However, a determination as to whether a nonroutine notification should 1

be provided to Congress is normally based on whether it is believed i

that Congress needs an explicit _and detailed discussion on a contro-versial matter that has been, or is being, extensively adjudicated (e.g.,ECCS, fuel.densification,Seabrook).
