Assistant General Counsel Gentlemen:
Thank you for your letter dated January 2,1975 informing us of the steps you have taken to correct the items of noncompliance which we brought to your attention in our letter dated December 12, 1974. Your corrective actions will be verified during our next inspection.
During the inspection of November 11-14, 1974, one condition was observed which appeared to raise questions concerning the safety of operations.
That item was described in Appendix B to our letter dated December 12, 1974. A copy of that Appendix B is enclosed for your convenience.
Our original letter was not clear, but as discussed with you by telephone on January 9,1975, a response to that safety matter is necessary.
Within twenty (20) days of your receipt of this letter, please provide to this office your comments concerning this item, a description of any steps that have been or will be taken to correct the situation, and the date all corrective actions or preventive measures were or will be completed.
Should you have any questions concerning this inspection, we will be glad to discuss them with you.

Appendix B - Description of Safety Item Certain ite=s appear to raise questions concerning the safety of opera-tions as identified below.
The fuel cic=ent transfer coffin, used to cove irradiated fuel between the reactor vessel and the fuel storage pool, is equipped with an audibic, interlock actuated, icv vater icyc1 alarm, which sounds when the water level in the coffin, containing a fuel c1ccent, f alls below a level of nine feet four inches. The water level alar = is incorporated in the coffin to assure that a fuel element rc:ains covered by water during fuel transfer operations. The coffin is not provided with external markings to act as a guide to personnel during fuel transfer operations, to assure that the fuel element does not partially loose its water covering when the water sealing door at the base of the coffin is opened. During fuel transfer operations the low water level alarn did Exis:ing actuate indicating the possibic uncovering of a fuel cic=ent.
