Dear Mr. Bauer:

Your letter dated October 15, 1980 submitted infomation on implementation of the NRC Action Plan Requirements at Peach Bottom Atomic Power Station, Units Nos. 2 and 3.

Included in that letter was a proposal for Item I.A.l.1, Shift Technical Advisor (STA) to defer until February 18, 1981 the imple-mentation of this item.

The purpose of the deferral in implementation date is to pemit completion of the proposed training for the STAS. Training which conforms to that required by the September 13, 1979 NRC letter could have been completed by January 1,1981, but it would have meant' elimination of one week each of management, plant systems, and accident analysis training in addition to elimination of the three week simulator training program.

At this time, we are not concluding on the overall acceptability of the STA program. We are only addressing the deferral of placing the in-training STAS on duty.

In our opinion the deferral is justified. The three week simulator prcgram is particularly important for STA candidates with limited operating experience. The current STAS would extend their duty period to cover the deferral and these people are graduate engineers with Peach Bottom experience.

We conclude that your training schedule should be adhered to and that the implementation delay is acceptable.
