$l~,J SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT N0. 46 TO FACILITY OPERATING LICENSE NO. DPR-24 AND AMENDMENT N0. 51 TO FACILITY OPERATING LICENSE NO. DPR-27 WISCONSIN ELECTRIC POWER COMPANY POINT BEACH NUCLEAR PLANT, UNIT NOS. 1 AND J DOCKET NOS. 50-266 AND 50-301 Introduction By letter dated September 30, 1980 Wisconsin Electric Power Company (WEPCO) requested changes to the Technical Specifications for operation of the Point Beach Nuclear Plant, Unit Nos. I and 2.
These changes would delete procecural steps for testing the spray additive valves.
Discussion and Evaluation Current Point Beach Technical Specifications require that the spray additive valves be tested monthly "with the pumps shut down and the refueling water storage tank outlet valves closed." Peforming these steps makes the con-tainment spray system inoperable for the duration of the valve testing f
because it isolates the source of water (refueling water storage tank) and I
l shuts down the driving head (spray pumps) for the system.
The licensee has developed a procedure which would allow testing of the spray additive valves making only the chemical addition (sodium hydroxide) portion of the system inoperable. The remainder of the containment spray l
system would remain fully functional.

incperable for the duration of the valve testing is acceptable because with the containment spray the valves that line up the spray additive tar system do not automatically open until two min tes after the containment This is sufficient time to stop valve testing spray signal is actuated.

The licensee has pending Technical Specification change requests submitted 17,1977 (Unit 1) and November 27, 1978 (Unit 2) which would on February test the spray additive valves during cold shutdown when the spray additive system is not needed. This request is part of the licensee's comprehensive Inservice Testing Program which is still under review. The staff, therefore, finds the licensee's proposal to delete procedural steps for spray additive valve testing to be acceptable as an interim action until the NRC's review of the licensee's proposal to test during cold shutdown has been concluded.

2 Environmental Consideration We have determined that the amendments do not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendments involve an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 51.5(d)(4), that an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of these amendments.
Conclusion We have concluded, based on the considerations discussed above, that:
(1) because the amendments do not involve a significant increase in the probab'lity or consequences of accidents previously considered and do not involve a significant decrease in a safety margin, the arendments do not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
