This refers to a meeting between you and other members of your staff and Mr. P. J. Knapp of this office at the James A. Fitzpatrick Nuclear Power Plant on November 21, 1980.

With regard to the matters discussed at the meeting, we understand that you will undertake the following actions pertain-ing to the areas of radiation protection and emergency planning:

1.

With reference to Item 5 in IE Bulletin No. 79-19 and your response, JAFP-79-479, dated September 12, 1979, any future transfer, packaging and transport of radioactive material will be conducted by personnel who have received training in DOT and NRC regulatcry requirements, the waste burial site's license requirements and plant instructions and operating procedures.

Plant training instructions referred to in Items 5 l

and 6 of your September 12, 1979 response are now in effect.

By December 15, 1980, provisions to project whole body and thyroid doses to the general population will be extended and implemented to ensure that the projections encompass the lower limits of the pro-l tective action guides adopted for use by the State of New York.

These provisions include projections based on release rates of radioactive materials and the results of emergency envimnmental j

surveys.

Descriptions by position or title have been provided for the persons l

assigned to perform emergency radiological surveys and offsite emer-gency radiological surveys.

By December 15, 1980, a description by position or title will be provided for persons assigned to emergency I

accountability. These assignments will be reflected in Figure XXXI of the Emergency Procedures, c.

By December 22, 1980, additional training will be conducted for individuals assigned to the functional areas of emergency activity in the emergency organization.

This training shall include instruc-tion in all of the individuals' assigned and potential emergency duties and shall include verification that the individuals have l

attained a minimum level of proficiency which qualifies them to l

perform their emergency duties.
