REVIEW SCHEDULE FOR THE CLINTON POWER STATION l
The purpose of this letter is to inform you of the preliminary review schedule and licensing milestones for the Clinton Power Station and staffing reassignments related to the Clinton project. As you know, the NRC staff has estimated that Clinton Unit I will be ready to load fuel'in about August 1983. Therefore, we have developed the enclosed review schedule consistent with that date.
We are currently developing alternate review procedures which we believe can expedite the licensing process. An approach that is being tried on the Palo Verde review is the " independent design review" (IDR). The IDR consists of a panel of experts, established by the applicant, which would

review a specific system in an open meeting to determine conformance with the NRC's rules and regulations. The staff's safety evaluation would be based on the transcripts of the panel's meeting, subsequent resolution of the open issues identified by the panel, and resolution of any additional issues identified by the staff.
The detailed procedures for the IDR approach and the areas of application have not yet been finalized. However, the use of the IDR approach to date suggests that it may not be amenable to all review areas. Over the next few months we will work with you to establish the specific review methods that will be used and the areas in which they will be appiied. The schedule will be updated.to reflect this information.
In order to make mora effective utilization of tho staff, the Clinton project hr.: been transferred to the Standardization and special Projects Branch, D'. vision of Licensing. All future correspondence for the Clinton project should be addressed to James R. Miller, Branch Chief.
