EP-5 F - Need the development and implementation of a training program for all emergency response organizations.

(It is requested that the State submit a list of the organizations, specialized emergency workers requiring training and copy of the respective instructional material and course content).

EP-6 (A) - States needs to make provisions for off-site emergency workers transportation and medical provision including Letters of Agreement with hospitals (NUREG 0654-L) 9.

EP-6 (B)- Need detail evaucation plan in consonance with NUREG 0654, to include Appendix 4 (type study) and the establishment of a common Plume Exposure EPZ (about 10 miles).

This Emergency Planning Zone is the basic for a l

selective population to be warned, notified,' and evacuated and must be clearly understood in Emergency Public Information and planning at all levels of government in order to meet the criteria.

(All other implementing procedures currently outstanding in other counties are dependent' upon this being developed before they can be formulated, since these will be supportive to the evacuation plan).

EP-16-F - Dauphin County in its planning has attempted to demonstrate that it T

has adequate communications on hand for the coordination of emergency resposce operational elements.

If it can be determined that there is insufficient communications in an and/or all risk counties, provisions should be made for correction of these deficiencies and drills conducted to determine adequacy.

EP-16-H - Apparently some municipalities in some counties have been tasked with the responsibility to convoy resource vehicles from a county staging area to the annicipality.

This task requires site specific procedures and supporting documentation.

FEMA recommends Dauphin County drop any reference to HIJACKING of any vehicles.

EP-18-C - Need from Bureau of Radiological Health, in accordcnce with NUREG 0654, I.8. detail'ed implementing procedures which indicate the methods, equipment and expertise to make rapid assessments of the actual or potential magnitude and location of any radiological hazards through liquids or gaseous release pathway in all types of weather conditions.

EP-18-B - Need detailed site specific implementing procedures at respective relocation centers reflecting staffing requirements, necessary support materials, e.g. forms, etc.) staffing personnel, and the means of providing these resources.

EP-18-E - Need methodology, mechanism, and athority for the decision making chain for going into recovery.

EP-19-A - As requested by the RAC, an inventory list of all required resources to include location, and maintenance schedule, be provided.

Most particular to this contention are those items necessary'to cover unmet needs of RISK Counties.

31.

EP-19-B - The County should either drop all basic assumptions or support within their plans the requirements for such assumptions.

(Leaving such assumptions in creates the appearance that the plans cannot be adequately implemented.)
