Areas avamined during the QA Program inspection and our findings are discussed in the enclosed report.

During this inspection it was found that :he implementation of your QA ? ogram failed to nosc certain NRC requirements.

The specific findings and references to the per inent requirements are identified in the enclosures :o this letter.

You will noce chac Deviation A of the enclosed Nacice of Deviation is related to nanagement f ailure to assure compliance with commi :ed correc:ive or preven:acive actions which were documenced in your lec:grs of May 1, 1980, responding to NRC Repor: 79-04 and May 19, 1980, responding :o NRC Repor. 30-01.

Specifically, Operacing Inscruc ions had noc been revised and audits were not conduc:ad of the Eiscorical Documents Lisc as commi::ed.

Consequently, in your response, in addi:1on :o verifying correction of the specific deviations, as requested above, please inforrt us of what addi:1cual scaps you have taken, or plan to :ake, :o assure :hac nanagement commi:nents will be perfor=ed as scated and be affectively inplementad.
