APPENDIX A NOTICE OF VIOLATION Carolina Power end Light Company License Nos. DPR-71 B_runswick DPR-62 Based on the NRC inspection September 2-4, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.

1 10 CFR 20.101 sets forth radia tion dose standards for individuals in restricted areas and provides specific occupational dcsc limits which shall not be exceeded.

10 CFR 20.201(b) rt quires licensees to make or cause to be made such surveys as may be necessary to comply with the requirements of 10 CFR 20.

Survey, in this context, is defined by 10 CFR 20.201(a) as an evaluation.

Contrary to the above, thermoluminescent dosimeter (TLD) results were routinely utilized for at least the calendar year 1980 up to September 4, 1980, despite the presence of higher self reading pocket dosimeter (PDR) results in cases where, had PDR results been used, individuals would have-exceeded the limits of 10 CFR 20.101. In the absence of justification for this routine practice, the inspector concluded that the evaluations performed were inadequate.

This is an infraction.

This Notice of Violation is sent to Carolina Power and Light Company pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations. You are hereby required to submit to this office, within 20 days of the date of this letter, a written statement or explanation in reply, including for the item of noncompliance:

(1) admission or denial of the alledged item of noncompliance; (2) the reasons for the item of noncompliance, if admitted; (3) the corrective steps which have been taken by you and the results achieved; (4) the corrective steps which will be taken to aviod further noncompliance; and (5) the date when compliance will be achieved.
