and its attachments is to provide a status on the structural backfill investigation and to address various related tasks which have been previously identified to your The attached Iridependent Review Committee report suonlements the orevious office.
Committes interim report, which was submitted as Exhibit 9 in our Response to the Order to Show Cause, July 28, 1980. This status report provides discussions concluding the following specifi'c activities.
Activities Completed By The Independent Review Committee The following tasks identified on pp.2-5 and 2-6 of the Show Cause Order reply have been completed:

Reviewing the prescribed and implemen+ed inspection and testing procedures for compaction control of the backfill placement, including the quality control methods and documentation implemented in the field.
The Committee has finished the review of the procedures, and has found them satisfactory. The task will be completed ihen the Task Force Review Of the quality control records becomes available (see item 5, below).

Reviewing and analyzing compaction quality control test results collected and documented covering the construction period from 1976 to 1980.
This task remains open pending the Task Force completion of the quality control documentation review and compilation.
Reviewing the results of special investigations of the placed backfill to assess 6,
adherence to the design requirements, including the results of the test boring program performed during the spring of 1980.
Completed; see section 3.6 of Status Report.
In the event low density pockett are delineated in the backfill, reviewing the 7
efficiency of the methods proposed by B&R Engineering to treat those pockets to bring them into confonnance with the design requirements.
Complete as no remedial work is required; see section 3.7 of the Status Report, and close out of the structural backfill boring investigation findings pertaining to the low density indication west of the Unit 2 Reactor Containnent Building, as discussed below.
Inspecting the on-site laboratory facilities and equipment used by the existing 8.

Houston Lighting & Power Compe December 12,1980 ST-HL-AE-583 SFN:.V-0530 Page 3 D**D g 3[lUh gn on.1U oe r Low Density Indications; Construction Deficiency Borings with Standard Penetration Tests obtained by Woodward-Clyde Consultants (WCC) in January-February 1980, gave indications of densities below the construction quality control criteria in an area near the subgrade west of the Unit 2 Reactor Containment Building. The area was subject to further investiga-tion by borings obtained in March and April,1980. WCC has made a final evaluation of the test results has studied the validity of the test methods. WCC's report dated September 30, 1983 is attached. The field investigation and test results have previously been evaluated by the Independent Review Committee as discussed in sections 2.8 and 4.0 of the Committee's Interim report (Exhibit 9 to the July 28, 1980 response to the Order to Show Cause). WCC"s final evaluation confinns that the test data is correct, and also that the density of the backfill is satisfactory. The same conclusion is also reiterated in Section 3.7 of the Committee's status report. There is accordingly no need for any remedial work. The status report also addresses the ongoing work by the task force. The final Committee assessment of these items will be contained in the comprehensive report currently scheduled for submittal in February,1981.
