Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Shift Staffing
Dear Mr. Eisenhut:
Florida Power Corporation has reviewed your letter of July 31, 1980, "To all Licensees" and has determined that all the shift manning requirements have been implemented.
These requirements for shift staffing are:
a.
A shift supervisor with a senior reactor operator's license, who is also a member of the station supervisory staff, shall be on-site at all times when at least one unit is loaded with fuel.
b.
A licensed senior reactor operator (SRO) shall, at all times, be in the control room from which a reactor is being operated.
The shif t supervisor may from time-to-time act as relief operator for the licensed senior reactor operator assigned to the control room.
c.
For any station with more than one reactor containing fuel, the number of licensed senior reactor operators onsite shall, at all times, be at least one more than the number of control rooms from which the reactors are being operated.
d.
In addition to the licensed senior reactor operators specified in a.,
b.,
and c.
above, for each reactor containing fuel, a licensed reactor operator (RO) shall be in the control room at all times.

In addition to the operators specified in a.,
b.,
c.,
and d.
above, for each control mom from which a reactor is being opera-ted, an additional licensed reactor operator (RO) shall be onsite at all times anu available to serve as relief operator for that control room.
As noted above, this individual may serve as re-lief operator for each unit being operated from that control room, provided he holds a current license for each unit.
f.
Auxiliary (non-licensed) operators shall be properly qualified to support the unit to which assigned.
9 In addition to the staffing requirements stated above. shift crew assignments during periods of core alterations shall include a licensed senior reactor operator (SRO) to directly supervise the core alterations. This licensed senior reactor operator may have fuel handling duties but shall not have other concurrent opera-tional duties.
The shift complement, as defined in Florida Power Corporation's Procedure AI-500 " Administrative Instruction", is as follows:
"Each operating shift for Unit 3 will normally consist of a Shift Supervisor, an Assistant Nuclear Shift Supervisor, a Chief Nuclear Operator, a Nuclear Operator, two Assistant Nuclear Operators, a Nuclear Auxiliary Operator, an As istant Nuclear Auxiliary Operator, a Nuclear Instruments and Controls Technician, and an Operations Tech-nical Advisor (OTA).
Du ri r.g cold shutdown or refueling conditions, the shift complement mrf be reduced to a minimum of a Shift Super-visor, a Nuclear Operator, and a Nuclear Auxiliary Operator.
The total number and e.iassification of personnel assigned to each shif t will be determir.ed by the Operations Superintendent as dictated by plant conditions and anticipated operations.
In all cases, the mini-mum shift composition shall be in compliance with the provisions of Tachnical Specifications Table 6.2-1.
Presently, the Technical Specification Table 6.2-1 does not require two SR0's at the plant during reactor operation.
However, Florida Power Corporation is in the process of revising this table and will submit a Technical Specification Change Request.
