This letter constitutes the final report required by 10CE50.55(e) on the deficiencies concerning Cutler-Ha r cotor control centers. These ite=s were first reported to the NRC by Cutler-Ha==er as a 10CFR21 cn May lb, 1980 It was later reported as a significant deficiency under 10CFR50.55(e) in a telephone conversation between W. J. Kacer and T. A. Boss of The Cleve-Innd Electric Illu=inating Cc=pany and Mr. J. Konklin of the NRC, Regien III, Office of Inspection and Enforce =ent on May 28, 1930 An interi= report was later sub=itted to you on June 25, 1980.
Description of Deficiency Cutler-Ha==er was contracted by The Cleveland Electric Illu=inating Co=pany (CEI) to =anufacture Class IE =otor control centers for Perry Nuclear Power Plant. During a final inspection by Cutler-Ha==er of a portion of these units, it was discovered that the wire installed in some of the starter units was not qualified to IEEE 383 and that i=prcper saddle cla=ps were used on the tez inal blocks. Further inspection of all 1,943 starters revealed that h2 contained i= proper wire and 25 contained terminal biceks with improper saddle cla=ps. It was later discovered at the job site that four splice plate carriage bolts broke during instalJation on the bus.
ILiscussion of this p. oble= with Cutler-Ha==er representatives revealed that during a configuration study it was discovered that the wire being used did not meet specification require =ents.
In addition, it was discovered that inadequate production floor controls enabled i= proper ter=inal blocks to be installed in the units. Examination of the carriage bolts by CEI's labora-tory showed that the bolts failed due to a =anufacturing defect which probably affected an entire production batch.

Analysis of Safety I= plication Due to the nu=ber of motor control centers received with improper wiring, i= pro-per ter=inal blocks and defective carriage bolts, there is so=e concern that the units will be able to perfor= adequately during or after a seis=ic event or loss of coolant accident. Since the motor control centers are necessary for the safe operation and shut down of the nuclear power plant, extensive repair will be nec-essary to bring the centers into ec=pliance with the specification.
Corrective Action In order to correct the deficiencies in the motor control centers, the followir6 steps will be taken:
1.
Those starters with i= proper wire will be returned to Cutler-Ha er to be rewired with prequalified type SIS control wire.
This will bring the starters' wirirg into co=pliance with the specification.
2.
All terminal blocks with improper saddle cla=ps will be re-placed either at Cutler-Ha==er or at the site, depending on whether or not the particular starter has been returned to Cutler-Ha==er for rewiring.
3 An splice plate carriage bolts win be replaced. In order to ensure the bolts will be adequate, Cutler-Ha cr will test an eight percent sa=pling of all replace =ent bolts in accor-dance with MIL-STD-105-D. If any bolts fail the test, Cutler-Ha==er will reject the batch. To verify replacement at the site, all replacement bolts will te die sta= ped upon receipt and bolt replacement will be docu=ented by the instnm g con-r tractor.
Su==ary Wh(Le the amount of deficiencies in the motor control centers is nu=erous, their repair will not be technically co= plex. However, due to procedure charges being made at Cutler-Ha==er, repair procedures will have to be approved before the act-ual-repairs can be implemented. It is anticipated that the procedure approval l
