Gentlemen:
This refers to the investigation conducted by Messrs. D. D. Driskill and
R. K. Herr of our staff during the period June 5-6, 18-20 and 24-26, 1980,
of activities authorized by NRC Construe:1on Permits Nos. CP?R-128 and 129
for the South Texas Project, Units Nos. I and 2, concerning allegations of
deletion of information on an NCR, intimidation of QC inspectors, unqualified
promotion of an individual, and falsification of 3&R surva411=ce records.
The investigation findings are discussed in the enclosed investigation report.
3ased on the investigation findings, the allegations concer-4"g intimidation
of inspectors and the promotion of an unqualified individual cannot be sub-
scantiated.
Paisification of 3&R QC records was confirmed.
In addition, it
was substantiated that information on an NCR was omitted, however the infor-
mation did not alter the corrective action of the materials involved.
In accordance with See:1on 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the enclosed
investigation report will be placed in the NRC'c Public Document Room.
If
the report contains any information that you believe to be proprietary, i: is
necessary that you submit a written applica: ion to this office, within 20 days
of the date of this letter, requesting that such infor=ation be withheld from
public disclosure.
