PRAII.iE ISLAND NUCLEAR GENERATING PIANT Docket Nos. 50-282 and 50-306 IE Inspection Report Nos. 80-08 & 80-09 In response to your letter of August 12, 1980, which transmitted Inspection Reports 50-282/80-08 and 50-306/80-09, the following is offered:

Sicnificant Appraisal Finding Offshift radiation protection coverage requires upgrading to assure that neces-sary measurements can be made and actions taken in accident or other anomalous situations to evaluate radiological hazards and effect appropriate radiological precautions. The individuals providing this coverage must not be assigned other duties which detract from their primary responsibility for radiation protection everage.

Response

We intend to hire six additional Radiation Protection Specialists to provide continuous radiation protection coverage. We have already hired three experienced people who will be available following security screening.

'the remainder will be hired shortly. After these individuals are on site, they will be given training for the position. Continuous off-shift radiation protection coverage will begin as soon as the individuals are qualified.

Response

One item of concern is the use of chirpers as dose rate indicating devices in high We are in the process of ordering new devices that cive a numerical radiation areas.

devices are received and calibrated, they will be placed in service.

'Ihe other item of concern is that of Radiation Protection Specialists not perforining functional tests of portable instruments before using them for radiation surveys.

Survey procedures and forms will be revised to require and document functional checks of instruments before their use.

These revisions should be complete in about a month.

Infraction Technical Specification 6.5.B.1 requires that individuals permitted to enter a high radiation area be provided with a radiation monitoring device which continuously indicates the radiation dose rate in the area.

Contrary to the above, several operations personnel stated that they did not routinely take a dose rate indicating device into high radiation areas when dressed in full anticontamination clothing.

Response

Operations personnel are being retrained in the requirements for dose rate indica-ting devices in high radiation areas.

In addition, a surveillance procedure has been written that requires Radiation Protection Specialists to periodically check compliance with the requirements of Radiation Work Permits. Full compliance is expected to be achieved in one acnth.
