Dear Mr. Engelken:

Subject:

WPPSS NUCLEAR PROJECT NOS. 1 AND 4 RESPONSE TO IE BULLETIti 79-24 Ref: (1) Telecon, G. C. Sorensen, (WPPSS) and T. Bishop (NRC Region V), October 5,1979.

The subject bulletin, " Frozen Lines," was forwarded to the Supply System for information on September 27, 1979.

Reference (1) confirmed that no uction was required by WPPSS at that time.

This letter is in response to reference (2) which requested that we now reply to the bulletin.

i We have reviewed the designs of our Nuclear Project Numbers 1 and 4 for safety-related process, instrument, and sampling lines which might require freeze protection during extremely cold weather.

Specifically, three areas outside the containment and general service building were evaluated--the borated and demineralized water storage tank area, the spray pond, and the spray pond pump house. The tank area and the pump house are heated and the spray pond piping is drained when not in use.

Response to IE Bulletin 79-24 All other safety-related lines are contained inside heated structures, buried below the frost line, or trace-heated and insulated in accordance with category 1E specifications.

Thus, adequate design measures have been taken to preclude freezing of safety-related lines during cold weather.

Very truly yours, G'el. O W
