NRC Independent Review of Facility Status a.
Observations Concerning the Status of Site Decontamination By letter dated August 22, 1989, the NRC informed the licensee that two areas of the site (Grid B-138 and the outfall) required additional decontamination.
In a letter dated October 11, 1989 the licensee advised the NRC that the outfall area had been cleaned. The licensee also indicated that they did not believe that any further action had to be taken to remediate Grid Block 138 even though the inspector identified surface contamination five to ten times background during inspection 70-820/89-01.
During this inspection the inspector examined each area at the locations shown on Figure 1 and obtained appropriate soil samples for analysis.
1)
Liquid Outfall The inspector examined the liquid outfall to observe the actions taken by the licensee to clean the area surrounding the outfall concrete trough. Altbough the river was high and the end of the trough was underwater, it was noted that the licensee had removed soil from the west side of the trough to a point about three feet south of the end discharging to the river.
The inspector conducted a radiation survey of the outfall trough and the soil surrounding the trough using a Ludlum Model 16 Analyzer equipped with a one-inch Nal Crystal.
No radiation levels about background were identified. A soil sample was then taken from the remediated area along the west side of the trough as shown in Attachment 1.
This soil sample will be sent to the NRC contractor (Oak Ridge Associated Universities-0RAU) laboratory located in Oak Ridge, Tennessee, for analysis.
The sample will be analyzed for uranium isotopes (uranium-234, -235 and -238) and by gamma spectroscopy.

Lagoon Area Grid Block B-138 Through examination of Grid Block B-138 and discussions with licensee representatives, the inspector determined the licensee

personnel had initiated removal of the contaminated soil identified during inspection 70-820/89-01. During this inspection, it was observed that the Grid B-138 remediation had been terminated and the soiled leveled. The inspector conducted a radiation survey of the grid surface with the Ludium survey instrument previously described.
No surface radiation levels in excess of one and one half to two times background (about 1500 counts per minute) were identified.
In addition, the inspector conducted a radiation survey at three feet above the surface with a Ludlum Model 19 Micro R Meter.
No radiation levels in excess of ten micro R/hr above background were identified.
Background in the area was measured at 10 to 14 micro R/hr. The inspector then obtained soil samples from five locations within the grid block. Those soil samples were composited and split with the licensee. The NRC sample will be sent to the ORAV facility for analysis. The sample will be analyzed by gamma spectroscopy for cesium-137.

Licensee Discussions The inspector held continuing discussions with Messers. Helgeson, Velasquez, and Partelo during the inspection.
The findings were presented as they were identified.
