Attached is the revised Revision 2 of GPUN's Operational Quality Assurance Plan.for Three Mile Island Unit 1 and Oyster Creek. The initially proposed

revision 2 had been previously provided by Reference 1.
That submittal has been revised principly to incorporate changes necessary to resolve NRC comments provided by References 3 and 4; and, to incorporate changes resulting from the reorganization referred to in Reference 1.
This revision contains some changes which are reductions in commitments in the QA Plan as previously accepted by the NRC. As delineated in Section 2.3.2.2 of. the currently approved Plan, this revision shall be regarded by CPUNC as approved by the NRC upon receipt of a letter to that effect from the appro-priate reviewing office or sixty days after this submittal to the NRC whichever comes first. This revision to this OQA Plan will not be implemented until that time.

GPUNC OQA Plan, Revision 2 Page 2 The purpose of this revision is to improve the clarity of this OQA Plan to improve the consistency of its implementation. This purpose in principally achieved by increasing the directness of stating this plan's requirements; improving the consistency between the text of this OQA Plan and the Technical Specifications; and, by clarifying the GPUN response to Generic Letter 83-28.
Each of the changes to this plan is itemised in Attachment 1 of this letter and is evaluated as to whether it reduces the level of previous commitment.
The basis is provided if the change was evaluated as not reducing previous commitments.
For those changes which were determined to be a reduction in previous commitment, the justification for the acceptability of the change is provided in Attachment 2 of this letter. The overall cone'lusion of this evaluation is that the changes do not compromise the level of control of activities provided by the plan; and, that this revised plan continues to satisfy 10CFR50, Appendix B.
Attachments 3 and 4 of this letter provide the GPUN responses to the NRC comments provided by References 2 and 3.
These responses have been reviewed by the NRC and it is CPUN's understanding that these responses are acceptable i
subject to revising the text of the previously proposed revision 2.
