In response to your letter dated February 18, 1981, we submitted a letter to you dated April 24, 1981, expressing our commitment to provide the conceptual design of Emergency Response Facilities and the schedule for completion and operation of those facilities. However, our thorough L

review of NUREG-0696 has nececsitated working towards a consolidated and consistent corporate position to be implemented not caly for the Oyster Creek Station but also for the Three Mile Island Station. As a part of that process, we are presently focussing our ettention on proper coordination j

of the Emergency Response Facilities for both of these plants from the corporate standpoint. Consequently, our effort to come up with the conceptual design information meeting the intent of NUREG-0696 and the corresponding engineering schedule is still underway. Attachment I to this letter furnishes an overview of the design concept for Oyster Creek Station.

k Oyster Creek'will have a technical support center located in the expanded portion of the. administration building which is presently in the. planning

. provide adequate space for the personnel required in the technical support j

- conter as identified by the Oyster Creek Emergency Plan. Communications

Operational Support Center j

a An operational support center will be located inside the site boundaries and will have communication links to the control room and other emergency response facilities. There will be adequate space in the operational support center for assembling and assigning personnel.

l Emergency Operations Facility J

The EOF will be located within a ten mile radies of the station. Telephone communications, facsimile facilities and a terminal which has access to the station computers will provide the EOF with'information essential in performing its functions. In addition, a terminal will also be provided for accessing environmental information necessary for: performing offsite radiological evaluation.

Backup Emergency Operations Facility i

A backup emergency operations f acility will be provided and will be located approximately 10 to.20 miles'from the nuclear generating station. The backup. EOF facility will have the same communications and information links l

LTechnical Functions Support Center-A technical functions support center will be provided with one or more computer terminals., communications and facsimile links to the other emergency response facilities.1 Tho ' technical functions support center will serve as the l
