Dear Mr. Ferguson:

o m

We have reviewed your letter of August 21,1979 (Serial flo. 580/062679) which was in response to our letter dated June 26, 1979 regarding multiple equipment failures and unnecessary challenges to the reactor trip and the safeguards systems for the florth Anna Power Station, Unit 1.

We find your response adequately addresses the concerns stated in our June 1979 letter. We have also independently reviewed your Engineered Safety Features Systems procedures and have determined that appropriate cautions are included to ensure plant operators and supervisors are aware of the importance of avoiding challenges to the protective features of

'your facility.

Sincerely, Robert A. Clark, Chief Operating Reactors Branch #3 Division of Licensing cc: See next page e
