Background
By application dated December 21, 1979, General Electric Company (GE) applied for an amendment to expand the GE facility by adding two addi-6 to,0,U2 conversion (GEC0) lines.

II.
Discussion The two new lines are essentially identical to two existing GECO lines that GE has been operating safely for approximately eight years.
III. Radiation Safety GE has performed an internal radiological safety evaluation in accordance with their existing license conditions. This evaluation indicates that better containment has been engineered into the new lines.
Accordingly, personnel exposures should be reduced.
IV._ Nuclear Criticality Safety _
GE has performed nuclear criticality safety evaluations in accordance with their existing license conditions and have found that the GEC0 configurations fully comply with license safety criteria.
Mr. Robert L. Stevenson stated that because of GE's past performance in making and documenting these reviews i
and because the equipment is essentially identical to existing GEC0 lines, he feels that the operation of one line at a time is safe; however, he wants to verify the calculations prior to authorizing the operation of both lines simul taneously. Accordingly, the following condition is recommended:

Only one of the new GEC0 lines shall be operated at a time and only if the uranium has been emptied from the other new line.

Environmental The radiological emissions from the GE plant are regulated by Condition No.tl which assures compliance with EPA's 40 CFR 190; however, there is no such requirement for non-radiological emissions and the fluorine emissions are being evaluated and the overall environmental impact of the expansion is under review.
Therefore, to assure that no additional adverse impact is associated with ths; authorization, the following condition is also recommended:

VI.
Recommendation
~
Approval of the amendment is recommended subject to the above conditions which will remain in effect until the permanent amendment is issued authorizing complete use of the facility.
