Dear Mr. Heiner:

Your letter of !!ay 15, 1931 to Mr. D. G. Eisenhut transmitted DOE's second monthly submission of estimatas of the cost of delays in granting operating licenses for nuclear plants.

Included in that sub-mission was Table 1, Data on fluclear Units with Operating License Delays.

Footnote 3 of that table states in part that "flP.C and the company. project the unit will mturn to service in October 1931".

While we do not disagree with the way the footnote describes the cocpany's expectations with regard to the restart of Unit 2, the return to service of TMI-1 is very much an issue in the ongoing nearing..Thus, the most that i:RC can pmdict is a decision date, not a return to service.

Please make appropriate changes in the wording of this footnote in your next letter on this subject.
