Gentlemen:
This refers to the inspection conducted by Messrs. J. P. Jaudon and J. E.
Cumins of our staff during the period May 11-15, 1981, of activities authorized
by NRC Facility Operating License DPR-34 for the Fort St. Vrain Nuclear Station
and to discussion of our findings with Messrs. D. W. Warembourg, H. L. Brey and
otner members of your staff at the conclusion of the inspection.
Areas examined curing the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted
of selective examination of procedures and recresentative records, interviews
with personnel, and observations by the inspectors.
Within tne scope of the inspection, no violations or deviations were identified.
One new unresolved item is discussed in paragraph 5 of the enclosed report.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and tne enclosea inspection report will be placed in the HRC's
Puolic Document Rocm. If this report contains any information that you
believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary
that you (a) notify this office by telephone within 10 days from the date of
tnis letter of your intention to file a request for withholding; and (b) sub-
mit within 25 days from the date of this letter a written application to this
office to withnold such information.
If your receipt of this letter has been
celayed such that less than seven days are available for your review, please
notify tnis office promptly so tnat a new due date may be estaolished.
Consistent with Section 2.790(b)(1), any such application must be accompanied
by an affidavit executed by the owner of the infonnation wnich identifies the
document or part sougnt to be withheld, and unicn contains a full statrent
of tne reasons on tne basis wnich it is claimea tnat the infantation snould ce
witnneld from puolic disclosure. This section further requires the statement
to address with s::ecificity the c::nsiderations listed in 10 CFR 2.790(b)(a).
