Dear Mr. Denton:
Enclosed are five copies of the Applicant's Amended Security Personnel Training and Qualification Plan, Revision 1, dated May 18, 1981.
This plan was prepared in accordance with 10CFR73.55, Appendix B requirements and has been revised to address NRC reviewer comments.
As the Security Personnel Training and Qualification Plan contains propriciary information, the Company requests, pur-suant to 10CFR2.790 and 9.5, that the plan be accorded pro-prietary status and not placed in the Public Document Room.
Please note that our attached return receipt letter requests that you acknowledge receipt of the enclosed controlled documents.

Under 10 CFR 5 2.790 (d) the Plan contains " commercial or financial information" because it identifies detailed security measures for the physical prottction of the Thoreham plant in which licensed special nuclear material will be possessed and used.
Therefore, the company requests, pursuant to 10 CFR @ 2.790 (b)fand 9.5 (a) (4) (i), that the Plan be withheld from public disclosure.
