Gentlemen:

Thank you for your letter dated January 6, 1981, informing us of the steps

you have taken to correct the noncompliance identified in our letter dated

December 22, 1980 (IE Inspection Report No. 50-409/80-13). Your response to

item 1 of Appendix A of IE Inspection Report No. 50-409/80-13 is acceptable.

Your response to item 2 of the above referenced document does not

adequately resolve the NRC concerns in regard to the low number of tours

being conducted in the contain=ent area by members of plant supervision.

The initial NRC sampling showed that in ten randomly selected shifts that

zero containment tours were conducted by LACBWR Duty Shift Supervisors

(SS), and in eight randomly selected shifts that zero tours were conducted

by the Shift Technical Advisor (STA). In response to your statement in

the January 6, 1981, letter that our findings in this matter were not

sufficiently supported, our Resident Inspectors increased the sampling

size to a 31 day sample (October 1, 1980 to October 31, 1980) with the

following results:

Of 89 shifts, no containment entries were made by the Duty Shift

Supervisor on 76 shifts,

Of 67 shifts, no containment entries were made by the Shift

2.

Technical Advisor on 61 shif ts (backshif t and week ends per LACBWR

Administrative Control Procedure 2.4).

Thus, it continues to be the NRC judgment supported by the site Resident

Inspector's observations of work activities and conditions inside of

containment, that plant management is not performing sufficient tours of

this area to keep appraised of work activities and conditions inside of

containment.

properly appraised of work activities (personnel performance) and condi-
